A banner across a fence is the cheapest large presence a campaign can buy, and the most likely to be found in a ditch. The reason is almost always that a solid vinyl banner was used where a mesh one was needed.

A solid banner on an exposed fence is a sail with no way to spill wind, so it either tears at the grommets or takes the fence panel with it. A wind-mesh banner lets air through, holds its print perfectly well at reading distance, and survives. Where the site is sheltered, solid is fine and cheaper, and we will say which one you have.

The rest is hems and grommet spacing. Grommets every couple of feet through a reinforced hem, not four in the corners of a raw edge, is the difference between a season and a fortnight.
